Start with business needs, not titles
Begin by identifying the outcomes the business needs over the next quarter or year. Look for work that is consistently delayed, responsibilities that have no clear owner, and leaders who are carrying too many direct reports.
Plan each role before opening the search
Write down the problem the role will solve, the outcomes that define success, the manager, the expected start date, and the level of experience required. This avoids hiring a familiar title when a different capability is actually needed.
Map future reporting lines
Place proposed roles on a future-state org chart. This makes reporting relationships visible and reveals whether a manager will be overloaded, a team lacks leadership, or two roles appear to own the same decision.
For early teams, keep the structure simple. Add layers only when they improve coaching, decision-making, or accountability.
Review the plan with reality in mind
Revisit headcount planning as priorities, budget, and attrition change. Compare the planned organization with the current one, record why roles were added or deferred, and make updates visible to the people making staffing decisions.
